How does it work, in terms of percentages. and how can banned peopled stay banned and not enter under another name?will the warning level ever fall after a period of time?

At the moment it's set at percentages but I for one will be dealing out 25% a pop as most websites that have a warning system use a 4th strike and your gone way of dealing with offenders.
If people straighten up then, sure, the warning level will start going down again.
We have ways of making sure the same person doesn't come back under a different user name.
