Absolutely.
The losing winner should completely disagree with any shit he ends up filing and he will end up having to pay fees on the final value.
You can't sell chances cos then you are effectively running a lottery which opens up a whole new can of worms.
I listed 10,000 tickets on Ebay with the guarantee of a £10,000 ring to the lucky ticket holder.
Ebay shut me down in 3 days.

I must say i've been tempted to try and set up one of those scam phoneline things where you ring up to give your details and you're entered in a draw to win a grand or whatever, the call costs £5 so get 200 people to call up and you're in profit already
