You'd probably have to argue the point with customs having allready paid the duty and the vat.
People will ship however they normally ship, very few will change their policies on request.
I'd look around if I was you.

Aye there's no VAT on childrens clothing
Depends how they ship, if it's USPS they will probably get through customs without charges anyway

I'd ship the kids out in a box, second class stamp.
They can then put em on and be sent back via the same method.
Customs can't question it then, at all.
Plus you get a breather with the missus.....
