Ok my 2 suggestions...

"fresh" week....The untagged/unworn,super fresh pairs get some action...
or
"I'll be at the back waiting" theme...Them pairs that sit at the back forgotten about..get an airing

Ive still got a few that have had their tag's on for far too long because of the shit weather or waiting for me to get round to getting some better lace's for them, but yeah they were all bought to be worn.

Yeh I take the tags off straight away... I don't have one pair of supes I haven't worn :S but still a good theme (I'll cheat)
I like the "neglected middle child" theme though!!!
