Sorry you had to deal with that rubbish mate.. I'm a seller too, and hear where you're coming from. I do hear you about wanting to leave Neg feedback for buyers. I hate that they just cater to the buyer now, when they make all of their money off of the sellers!!
What i do is EXACTLY 96 hours after an item has ended, and the buyer still hasn't paid: I go ahead and immediately file a Non-Paying Bidder alert.
I know the guy said he was gonna pay you. But it's better to cover your own end. That way, 5 days after you filed the N.P.B.A., if he still hasn't paid, you can get your Final Value Fees reimbursed, and he get's a buying strike. He also can not leave you negative feedback, and you can go ahead and block him...FOR LIFE!
Also: You can relist your item, and if it sells again, your original listing fees from the first time are reimbursed. Another good thing to do is to write somewhere in your listing in a nice big bold font: "If you don't pay me buy the end of the 4th day, I will file a Non Paying Bidder Alert and if you still don't pay, you will be permanently blocked from future buying"
