If it wasn't a (bad) joke then I hear you. But in some cases a poor village with out some sort of proper lavatory is pretty much fooked. Crapping all over and digging holes spreads deceases and causes diarrhea which again might kill you if you physical health and strength is not up to a reasonable par.
But then again some other kind of building might have been a better solution. Even the crappiest carpenter can dig a hole and put some walls around it.
