For some level of winter proof, I know there are a few pairs of supes and pro models with faux fur lining but I wouldn't say any of them are really "tough", quite the opposite. More for occasional treat for your feet rather than all day every day wearing.
I guess one could call the often hideous looking adidas Safety series also tough but not too many here would actually even wear them because most of them look quite stupid.
For daily wear in all-around weather conditions, I think the best supes are mkI (bulky) and mkII (slightly less bulky) skates with the said nice padding. They can take some serious beating in freezing cold, rain,... yet they look totally unharmed afterward when you've cleaned them.
