They are putting "reserves" on peoples accounts, meaning that they can't have access to the money from ebay sales for up to 21 days.

Some of the money from your payments will be temporarily held

We're committed to providing a fast and secure payment service to you and your customers while keeping our prices competitive. We're also committed to clearly communicating changes to our policies and procedures. That's why we're writing to let you know about a change to your PayPal account.

From now on, money from the payments you receive will not be released until we know that the buyer has received and is happy with the item they bought from you.

The money from your payments will be temporarily held for up to 21 days. During this time the money will show as pending and you won't be able to access it.

We may be able to release the money sooner if:
We can confirm that the item was delivered
The item was an eBay item and your buyer leaves you positive feedback.
In deciding whether to apply payment holds, we review many factors including transaction activity, business type and customer disputes. Payment holds are often applied to new sellers who don't have a lot of transaction history, sellers in traditionally high risk industries (for example, travel or tickets), or sellers who've had a high number of claims filed against them.

We’ll set aside payments to sellers whose customers have filed a dispute or chargeback. There are a number of other reasons why we may put your payments into a pending balance. Here are some examples:


•You have been selling on eBay for less than 90 days
•You have an eBay feedback score fewer than 100 and have not yet established a record of good performance
•You have received fewer than 20 Detatiled Seller Ratings on eBay in the last 12 months or your eBay seller performance is below standard
•You have a high rate of customer disputes or a low eBay feedback percentage
•You have been a PayPal member for less than 6 months and have limited selling activity
•You have a sudden change in selling activities (e.g. suddenly selling expensive items, selling large numbers of items, etc.)
•You happen to be selling in a high risk category such as tickets, travel, gift vouchers, computers, electronics, mobile phones, etc.
Depending on the circumstances, we may set aside payments for a single transaction or for all payments to sellers who meet the criteria above.

I fall into none of the above categories. I have written a complaint to them. Has anyone else had this from them?
