Now that i asked from a few friends in business of knowing more about the work hour related details.. lunch breaks actually aren't that strictly regulated here but they do have certain limits they need to fit in anyway; 30-90 mins for a full day's work hours (7h 15mins) so the length of lunch breaks can vary a lot depending where you're working at.
So basically employers can define the length of lunch breaks as well as working hours. 37.5 hrs/week including ~1hr lunch break/day here is pretty much the average if you have a desk job. According to my experiences in the government and public work anyway.
I've always had jobs with flexible hours so i've been able to go to work later if i've felt like it or leave earlier. The pass card systems in many places here are a simple way to keep track on your hours.. the more you have + hours, the more you can slack if you want
or if you have - hours, you better get a hold of yourself so the boss won't be breathing on your neck too much.
