I haven't been on here much recently and don't know exactly what has been going on, but most of the problems have been caused by either people wanting one piece of info that a quick google search would probably answer or are wanting to sell stuff. So, I've had a couple of ideas.
1) Could the joining application process start with a "standard answer" to weed out the people who are only joining to ask one question. The standard answer could include the fake spotting information etc. And maybe the email that you get to complete the registration should take a couple of days to get to the prospective member. It might put some people off.
2) How about the new terms and conditions for new members forbids them to sell and the buy/sell forum is "removed" from SuperstarDB. It doesn't actually have to be removed from the forum, the forum could be open to loads of members, just operating in secret.
