definitely London. I only lived there for a few months, but it's an absolutely fantastic city. Sure, it can be expensive, but you can also do things on the cheap and have a great amount of fun.
I lived in Stoke Newington and paid £100 a week I think in rent. No tube stop, but good bus service and you can walk to a lot of great places pretty readily.
Have you considered Canada at all? Montreal is pretty good fun right from the go and Toronto is fantastic once you've settled in and get to know it.
Vancouver is also good if you're into the great outdoors.
