if its an unvented cylinder and the stat goes the water can boil and flash steam to 1600 times its volume,it has nowhere to vent so if you have a 210 litre cylinder and it boils it will be the equivalent of trying to squeeze in 336000 litres of water into that cylinder then it goes kaboom literally they have been known to take out a whole row of houses.
