Our lass got this done, sent them a picture, and they went from there, don't know about the orange eyes, but she likes it.

They just fuck 'em about in Photoshop and then print onto canvas.
Loads of people do it.

lol all those would be is <5minutes in photoshop using the "posterize" or "cutout" filters then printed onto canvas
alot of large format printers nowdays can print directly onto canvas
