These are customs and Customs clearance and brokerage fees guys...
FedEx is not the problem. Customs in your country charges the VAT & D&T... FedEx actually fronts the charge (rather than places them on hold until you come down to pay the fee in person) and then recoup the charges with you. There is definitely a customs clearance fee involved. This pays for the time and labour that goes into getting this through customs in your country. FedEx will also eat any D&T charges under $5 because it's not worth the time and effort to try and recoup this money.
