That's about right. No selling until you have enough posts. You can still browse around even the buy/sell threads but might not be able to post in there. If you find shoes that someone here is selling you can just send private message to that user.
All the same basic "rules" apply that you shouldn't be starting unnecessary new threads. If you cannot find the thread that best suits for the topic you have in mind then go ahead and start a new one. If moderators think that it is in wrong place it will be moved or closed if it was offending etc.
